“Taxes collected are like salt thrown into the sea,” sighed Uncle Ba, the owner of the tea stall at the end of my alley, upon hearing that the newly issued policy to support businesses was facing much criticism. His words made me wonder, are there inherent problems with our public finance policies that hinder their effectiveness?

The Pitfalls of Public Finance

Public finance policy, like a flowing river, plays a crucial role in regulating the economy and promoting socio-economic development. However, like any river, if not well-controlled, the flow of public finance can encounter obstacles, even “fail” to achieve its intended goals.

So, what are the causes of these “failures”?

1. Lack of Practical Feasibility

Many public finance policies are built on theory, lacking practical research and comprehensive impact assessments. This leads to difficulties and inadequacies when applied in reality. For instance, policies supporting startups with attractive incentives may be rendered useless by complicated and cumbersome procedures, discouraging many businesses.

2. Lack of Transparency and Potential for Corruption

The lack of transparency in the management and use of public financial resources is a major cause of policy failure. Insufficient control creates loopholes for corruption and waste, leading to losses of state budget.

3. Lack of Coordination Between Stakeholders

Successful public finance policies require synchronized coordination between issuing agencies, implementing agencies, citizens, and businesses. A lack of connection and overlapping implementation will reduce effectiveness.

4. Limited Public Access to Information

Many citizens and businesses lack access to sufficient information regarding public finance policies. This leads to a poor understanding of their rights and obligations, hindering effective participation.

A Complex Problem: Finding Solutions for Public Finance

For public finance policies to be truly effective, comprehensive solutions are required from both state management agencies and the joint efforts of citizens and businesses.

Improving Policy Development Quality

Policies should be based on thorough research and multi-faceted impact assessments, ensuring feasibility and practical applicability. Consulting with experts, citizens, and businesses is crucial.

Enhancing Transparency and Information Disclosure

Transparency in the management and use of public finances is key to preventing corruption and waste. Information about policies should be made public in a timely, comprehensive, and easily understandable manner.

Strengthening Implementation and Monitoring Capacity

Officials responsible for policy implementation need enhanced professional capacity and ethical conduct. Furthermore, monitoring, inspection, and strict handling of violations should be intensified.

Conclusion

Public finance policy is a crucial tool for economic management. However, for policies to be truly effective, the entire political system, citizens, and businesses must work together. Hopefully, this article has provided an overview of the causes of public finance policy failures and potential solutions.
