“Boys and girls are all children, all precious.” This Vietnamese proverb reflects a long-held belief, yet the path to gender equality in Vietnam remains challenging. A gender equality policy paper, seemingly a dry topic, is actually a vital and hotly debated issue in modern society.

Gender Equality: Definition and Current Situation

Gender equality, as defined by the United Nations, means that men and women have equal rights, opportunities, and responsibilities in all areas of life. In Vietnam, gender equality is a national policy prioritized by the Party and State, reflected in its legal and policy framework.

However, gender inequality persists in many areas, from urban to rural settings, and from homes to workplaces. Even policies regarding working in Australia emphasize gender equality for immigrant workers. Many women still bear the burden of “cooking, housework, and childcare,” while men are seen as the primary breadwinners. Domestic violence and gender discrimination remain prevalent issues.

The story of Ms. Hoa, a vegetable vendor at X Market in Hoang Mai District, Hanoi, is a prime example. Her husband, Mr. Tuan, is a construction worker. After work, he often socializes and drinks with friends, while Ms. Hoa struggles to manage all household chores.

“I’m often exhausted and want to talk to my husband, but he doesn’t listen. He believes that a man’s role is to earn money, and housework is for women,” Ms. Hoa shared.

The Role of a Gender Equality Policy Paper

A gender equality policy paper is not just an academic exercise; it’s a student’s voice, a bridge between theory and practice. It helps students understand gender equality concepts, the reality and causes of inequality, and propose solutions to promote gender equality in society.

Prof. Dr. Nguyen Thi Lan, a gender expert, in her book “Gender Equality: From Theory to Practice,” argues: “Gender equality policy papers require thorough research, reflecting a comprehensive picture of gender equality in Vietnam, and proposing feasible solutions suitable for the country’s context.”

Key Considerations When Writing a Policy Paper

  • Define the target audience: Who is the paper intended for? (students, lecturers, policymakers…).
  • Choose a relevant topic: The topic should be practical, engaging, and applicable.
  • Develop a detailed outline: A clear outline ensures a coherent and logical presentation of arguments.
  • Use academic language: Employ concise and accurate language, avoiding spelling and grammatical errors.
  • Cite credible sources: All information and data should be fully cited.

Suggested Research Topics

  • Analyzing the current situation of gender inequality within Vietnamese families.
  • Researching the role of education in promoting gender equality.
  • Evaluating the effectiveness of gender equality policies in the labor sector.
  • Proposing solutions to raise community awareness of gender equality.

Gender Equality: A Story for the Future

Gender equality is not just a right but also a responsibility of every individual. Each of us, regardless of gender, plays a role in building an equitable, just, and civilized society. Even iOS app policies emphasize gender equality in app usage and development.

“The road to gender equality may be long and arduous, but I believe that with the efforts of the entire society, we will achieve this goal,” shared Mr. Tran Van Binh, President of the Women’s Union of Cau Giay District, Hanoi.
