From the outset of his presidency, Donald Trump adopted a more assertive stance against China regarding the South China Sea. The Trump administration significantly increased Freedom of Navigation Operations (FONOPs) and strongly condemned China’s militarization efforts in the region.
The Trump administration substantially bolstered the US military presence in the South China Sea. The number and frequency of FONOPs rose dramatically compared to the Obama era. Furthermore, the US conducted numerous joint military exercises with allies and partners in the region, including Japan, Australia, India, and the Philippines. These actions aimed to send a clear message to China that the US would not tolerate unilateral attempts to alter the status quo in the South China Sea.
The Trump administration demonstrated stronger support for Southeast Asian nations with claims in the South China Sea, particularly the Philippines and Vietnam. The US provided military and technical assistance to these countries to help them defend their sovereignty.
Additionally, the US engaged in diplomatic efforts to promote a peaceful resolution of disputes based on international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
Beyond military measures, the Trump administration employed economic and diplomatic pressure to challenge China’s actions in the South China Sea. The US imposed sanctions on Chinese individuals and entities involved in militarization activities in the disputed waters.
The Trump administration also strongly criticized China on the international stage for its behavior in the South China Sea. This contributed to isolating China and subjecting it to greater pressure from the international community.
Trump’s South China Sea policy reflected a more hardline approach compared to previous administrations. By increasing military presence, supporting claimant states, and applying economic and diplomatic pressure, the Trump administration signaled to China its resolve to prevent unilateral changes to the status quo. However, the long-term effectiveness of this policy remains to be seen.
