“Mastery of a trade brings honor,” Mr. Ba, a seasoned truck driver in Hanoi, often tells the young people in his neighborhood. Having dedicated his life to trucking and witnessed the ups and downs of the transportation market, he says that truck regulations have also undergone significant transformations. From Chaos to Order: Over Two Decades of Truck Regulations

2001-2010: Navigating Uncertainties

In the early 21st century, Vietnam’s booming economy led to a surge in demand for freight transportation, resulting in an explosion in the truck market. Used and refurbished trucks were everywhere; as long as it could carry goods, it would run, regardless of the rules.” Consequently, truck-related traffic accidents increased, and roads deteriorated severely.

2011-2020: Tightening Regulations, Striving for Professionalism

Recognizing these shortcomings, from 2011 onwards, the Government issued numerous policies to tighten truck management, from manufacturing and import to registration and transportation business operations. Key examples include:

  • Regulations on truck load and dimensions: Preventing overloading and illegal modifications.
  • Strict enforcement of vehicle registration regulations: Eliminating vehicles that do not meet safety standards.
  • Tightening management of transportation business activities: Requiring businesses and individuals engaged in transportation to meet all requirements for vehicles, personnel, and facilities.

These changes, despite facing initial difficulties and opposition, played a crucial role in restoring order and discipline in the transportation sector. Mr. Nguyen Van Hung, a transportation expert, states: “This was a necessary step towards professionalism, civility, and safety in the transportation industry.”

2021-Present: Embracing Technology, Aiming for Sustainable Development

In line with global trends, recent truck policies have focused on applying technology, enhancing management efficiency, and protecting the environment.

  • Application of information technology in truck management: GPS tracking, electronic registration, online licensing… enhance transparency and minimize corruption.
  • Promoting the use of environmentally friendly trucks: Encouraging businesses to use electric trucks and vehicles powered by clean fuels that meet emission standards.
