In 2008, the global financial crisis hit Vietnam hard. Inflation soared, economic growth plummeted, and the real estate market froze. Problems seemingly confined to the West suddenly became everyday concerns for Vietnamese citizens.

Furthermore, the lack of coordination between fiscal and monetary policies proved detrimental. Simultaneously easing monetary policy and increasing public spending, like trying to “catch two fish with one hand,” fueled inflation and hindered macroeconomic control.

The 2008-2012 period demonstrated that in a volatile global economy, fiscal policy must be flexible, timely, and effective. Instead of “slow and steady,” Vietnam needs to be proactive, adaptable, and ready to seize new opportunities and address emerging challenges.
