Ms. Nam, who owns a grocery store near the school, says, “The classrooms are now filled with laughter. The rugged terrain of the highlands makes transporting goods and materials difficult. “Once, while transporting an 8-ton truck of relief goods to the highlands, the road was slippery, and the truck almost overturned,” recalls Mr. Bay, a seasoned truck driver. Therefore, investing in infrastructure and improving the quality of human resources are crucial for ensuring policies reach all citizens.

Mr. Nguyen Van A, a social policy researcher, states, “It’s necessary to strengthen communication efforts, raise public awareness of policies, and enhance monitoring and evaluation of policy implementation effectiveness.” Financial institution policy regulations should be widely disseminated for easier public access.
